In accordance with Chapter 2 of Decree 1083 of 2015:

“Meritocracy in the filling of positions subject to free appointment and removal within the Executive Branch at the national level,” It can be seen that the obligation to publish the resumes of candidates for positions subject to free appointment and removal applies specifically to entities within the Executive Branch at the national level and at levels other than technical and support staff; it is not mandatory for entities at the territorial level.

Similarly, it is mandatory that, prior to taking office in a public position, the individual must have completed the resume form adopted for this purpose by the Administrative Department of Public Service through the Public Employment Information and Management System (SIGEP).
