- Develop project plans and provide technical, administrative, and financial advice regarding these projects.
- To promote the structuring of projects related to public-private partnerships and to provide advice to local governments on the structuring or evaluation of such projects, as appropriate, in accordance with the relevant legal provisions
- Evaluate and validate projects in terms of their design, financial model, and resource optimization
- Promote, structure, manage, administer, implement, evaluate, and close out projects funded by national, international, or regional entities, overseeing their negotiation, planning, implementation, monitoring, evaluation, closure, and selection methodology.
- Serve as a consultant on special projects for public and private entities.
- Take the necessary steps to ensure the financial stability of Fondecún and the projects it manages, administers, and implements.
- Enter into contracts and/or agreements with national, departmental, district, municipal, and territorial entities to manage and administer resources allocated for the implementation of projects and for the development of the project management framework.
- To provide advice and technical assistance to public and private entities of all kinds on matters related to the structuring, implementation, monitoring, validation, and evaluation of projects.
- Make portfolio investments using the funds they receive to further their mission, vision, and objectives.
- To acquire, dispose of, encumber, or restrict the rights it holds over property it owns or manages, when necessary or appropriate for the fulfillment of its mission, vision, and objectives.
- Invest cash surpluses to maximize returns, in accordance with the policies established by the Board of Directors.
- Provide advisory services, technical assistance, monitoring, and evaluation to national, departmental, district, municipal, and territorial entities in the assessment and valuation of their assets and on issues related to their institutional development.
- To participate in the structuring, financial modeling, design, implementation, operation, monitoring, evaluation, review, and validation of all forms of partnership recognized under Colombian law, such as public-private partnerships (PPPs) and contracts related to planning, science, technology, and innovation—including all those established by regulation.
- Use financial resources to provide any services required by its clients, in support of the works or projects within its purview as part of the performance of its duties.
