Nancy Valbuena Ramos
Civil engineer specializingin geotechnical engineering for roads and pavements. She also holds a certificate in Public-Private Partnerships for Latin American government officials from the Development Bank of Latin America (CAF).
With a career marked by technical rigor and an unwavering commitment to regional development,Nancy Valbuena has been appointedGeneral Manager of Fondecún. Her arrival represents the consolidation of a management model that seeks to raise standards of administrative efficiency and strengthen the social impact in the department of Cundinamarca.
Dr. Nancy Valbuenahas more than 30 years of professional experience and possesses a wide range of skills in the areas of technical, administrative, and financial management. An expert in the design, planning, scheduling, and execution of infrastructure projects, she is known for efficiently and effectively managing various processes, resources, activities, and tasks related to institutional management in the transportation sector, including its multisectoral institutional partners, as well as for her ability to collaborate and coordinate with interdisciplinary professionals from private companies.
Nancy Valbuena is not only taking on an administrative role;she is taking on the challenge of making Fondecún the most important strategic partner for municipalities. Her focus on“plain language”and effective communication ensures that public administration is understandable and accessible to all citizens.
Its partnership with the Sumapaz Association of Municipalities, the Cundinamarca Departmental Secretariat of Public Works, the Cundinamarca Institute of Infrastructure and Concessions (ICCU), and the Special Administrative Unit for Civil Aviation, provide him with direct field experience in the management of construction, maintenance, and operation of transportation infrastructure (roads, buildings, and airports).
Sandy Milena Ortíz Morales
Bachelor of Business Administration from the Cooperative University of Colombia; Specialist in Corporate Management Control from the Externado University of Colombia; and Specialist in Finance and Public Administration from the Nueva Granada Military University, with more than 15 years of professional experience in the public sector at the national and district levels, leading processes such as budgeting, accounting, treasury, billing, Portfolio Management, Human Resources, and Administrative Services at INFOTIC S.A. (a mixed-economy company), at state-owned industrial and commercial enterprises (ElCE) on Canal Capital, and at Radio Televisión Nacional de Colombia (RTVG).
Andrea Luna Rivera
A Colombian civil engineer and public servant, she specializes in project management and has experience in infrastructure management at the municipal level in Cundinamarca. She has held executive positions, including Secretary of Infrastructure in Mosquera (2016–2019) and, subsequently, in Soacha (since 2025).
His expertise lies in the planning, contracting, and execution of public works, particularly in projects involving:
- Improvement and Maintenance of the Road Network
- Public Space and Urban Planning
- Utility Infrastructure (Water Supply and Sewer Systems)
In these positions, he has held typical executive-level responsibilities, including the oversight of construction contracts and project supervision, project structuring, and the coordination of technical teams, within the framework of government procurement (SECOP).
Sonia Angarita Salazar
Attorney specializing in commercial law, with expertise in health services management and a master’s degree in public and private contract law, with more than twenty years of professional experience—eighteen of which were in the public sector— with expertise in matters related to the structuring and enforcement of obligations under concession contracts, public-private partnerships (PPPs), and contracts for road, airport, and port infrastructure; supervision of projects; public and private procurement; administrative law; commercial law; handling public and private law matters specific to the management of state entities; and knowledge of contractual and administrative sanctioning procedures.
Professional Experience: –
- Expert legal advisor on the oversight of supervision contracts, public works contracts, concession contracts, and other forms of public-private partnerships.
- Expert in contract management and the various stages of the Rural Development Agency's contracting processes.
Achievements:
- Successful legal and contractual management of the Valle del Cauca Road Network, Meta Road Network, Pacific Railway Network, and Pacífico 2 projects, among others.
- Settlement of concession contracts and supervision agreements for the Valle del Cauca Road Network Project, the Meta Road Network Project, and others.
